The National Library of Medicine (NLM), National Center for Biotechnology Information (NCBI) is recruiting for several Staff Scientist 1 positions in the Information Engineering Branch (IEB) to support the scientific management of ClinicalTrials.gov.

NLM is a global leader in biomedical informatics and computational health data science and the world’s largest biomedical library. NLM’s legislative mandate is to support the essential work of acquiring, organizing, preserving, and disseminating biomedical information. NLM provides public access to this information 24 hours a day, seven days a week. As part of NLM, NCBI performs applied research in data representation and analysis, including the development of computer-based systems for the storage, management, and retrieval of knowledge relating to molecular biology, genetics, and biochemistry.

The National Center for Biotechnology Information (NCBI) is located in Bethesda, Maryland performs research in computational biology and creates and maintains information systems and computational tools for the biological research community. The Information Engineering Branch (IEB) is seeking multiple outstanding candidates at the Staff Scientist 1 level to support the scientific management of ClinicalTrials.gov, the largest publicly available clinical study registry and results database in the world. The ClinicalTrials.gov program makes information about clinical trials accessible to facilitate scientific research, advance public health, and inform the general public. This position involves the exercise of technical skills to coordinate the collection and curation of study information submitted by sponsors and investigators worldwide and the implementation of legal and policy-related clinical trial-reporting requirements. This position is responsible for ensuring review of clinical trial results records to maintain quality assurance and promote compliance with U.S. Public Law 110-85 (FDAAA). In addition, the incumbent is responsible for communication with data providers via emails and teleconferences and handling requests that are scientific in nature. The website and database development, curation, scientific research, policy, outreach, and other areas are aligned on program goals, priorities, and schedules. Specific responsibilities of the Staff Scientist include monitoring domestic and international policies and advising on potential program actions; addressing science policy issues related to the design and operation of ClinicalTrials.gov. This position is essential to ensuring the smooth day-to-day operations of the ClinicalTrials.gov database and meeting long-term program goals of providing complete and accurate information to meet stakeholder needs and objectives.

Qualification/Eligibility:

• We are looking for individuals with an outstanding track record of supporting the management of a complex scientific and policy program area.
• Must have a track record of evaluating policy in clinical research and health care, conducted research evaluating the effects of FDA-regulated products, and have practical experience in applying regulations related to clinical research and product approval.
• Must also have experience engaging with data providers and communicating with those responsible for submitting results records to ClinicaTrials.gov.
• Having knowledge of FDA and federal trial reporting regulations, experience in data collection and curation of clinical trial information is desired.

Position Requirements:

The candidates may be U.S. or non-U.S. citizens and must have a Ph.D. or equivalent and postdoctoral experience. The successful candidates will have excellent communication and organizational skills and proven ability to successfully engage in multi-disciplinary collaborative research. Successful candidates will serve on a non-competitive and time-limited, renewable position in the excepted service. This position is potential fully remote position.
